I can speak my mother tongue Vietnamese, as well as English and Chinese. I'm currently studying Chinese because I really want to go to Shanghai and I'm studying English for my future career.

Definitely yes. Each language has its own grammar and sentence structure, and maybe some different sounds that some learners find hard to pronounce, so I think it can take a long time to become fluent.
