To be honest, there aren't really punishments for breaking rules; laws, yes, but rules no. Something like smoking on the bus is against the law and so the offender has to pay a fine, but if you bend the rule and smoke hanging out the window, you could argue that the person has done nothing wrong. Now, at school, of course there are punishments for breaking the rules. Children are given detentions or letters home, so maybe we need to do this in society too!
