When it was enacted

Which part you want to change
While I wholeheartedly support the law's objectives, there is one part I would like to change. The current law imposes heavy fines on small businesses that fail to meet the new energy standards within a short timeframe. Many of these businesses are struggling to adapt due to the high costs associated with upgrading their facilities and equipment to comply with the new regulations.
