I think that learning to draw comes before painting. In my art classes at school, we weren't initially allowed to use paints because we might have made a mess. We started with graphite pencils for drawing, mainly in black and white. I remember the teacher was quite strict about that. After we got the hang of drawing, we progressed to painting, which was harder. This was mainly because working with colors was more challenging than just drawing.
