I don't think there will ever be a law that everyone in the world accepts. Every country has its own culture and beliefs, so what is right in one place might not be right somewhere else. For example, some countries have strict rules because of religion, while others are more relaxed. Even basic things like freedom or privacy mean different things in different places, so it's really hard to make one law for everyone.
